Plot Summary

The Puppet Master's Arrival

The story begins with Major Motoko Kusanagi, a full-cyborg agent of Public Security Section 9, overseeing an assassination. Later, Section 9, led by Chief Daisuke Aramaki and Batou, investigates a series of 'ghost-hacks' where people's cybernetic brains are controlled. These hacks are blamed on a legendary hacker called the Puppet Master. The investigation grows when a foreign diplomat, an AI and cybernetics expert, asks for asylum, claiming his ghost was hacked by the Puppet Master.
