Rio uses his gadgets for surveillance, and Paris navigates the social scene. They discover that Leblanc is not just a philanthropist but is developing a powerful, potentially dangerous, new technology, and that a rival school team, led by a boy named Dimitri, seems to be a key part of his plan.

The coding competition is a test for this technology, and Dimitri, a smart but naive coder, is being used to perfect it. Leblanc plans to implant this technology into children worldwide, creating a generation of controlled individuals. The team realizes the stakes are much higher than they first thought, and they must act quickly to stop Leblanc before his plan cannot be undone.
With Leblanc's full plan known, the City Spies act. They confront Leblanc in his hidden laboratory below the summit venue. A tense chase and confrontation follow, with each spy using their skills. Kat uses her agility to move through the facility, Rio uses his gadgets to create diversions and disable security, and Brooklyn uses his disguises to cause confusion. Sara, facing strong digital defenses, works to disable the mind-control device's main server.
